What what what. This dude makes a hell of a lot of assumptions. A dime of the "El Cheapo" is worthless. A dimebag of the "good Crap" is, well, a dime. It also implies that the black market doesn't fluctuate in the same way as... white markets? This video is a terrible example of what you're trying to prove. If someone is a habitual user of a drug, they typically consume more of the drug than Casual Joe. Of course they'll opt for the stronger stuff. During the 30's bathtub gin was a hell of a lot easier to get away with than trying to brew beer. CIA created crack-cocaine. Even drug dealers don't like being shot for tampered product.
